Many issues of Hydro Review addressed the complex legal matters facing any hydroelectric project. The water must flow through the temple of law shown here. This illustration is an example of the magazine's early days when the covers were printed in duotone, a process that, with advances in color printing, is not used much any more. I've always liked the look of duotone printing and the challenge of having to make effective use of value differences, rather than depending on color.
