I suppose lawyers find their way into just about everything these days. Here's another issue of Hydro Review, this one from May of 2003, addressing legal issues and regulation. The two tiny spectators on the left could be you and I discussing litigation. The smooth water flowing through the sluiceway has a lovely milky-aqua color that one sometimes sees from glacial water; these days it's probably more commonly a result of algal blooms from agricultural runoff.
